Estimated Impact Fee Revenue for Elk County, House Bill 1950

Estimates based on the number of "Unconventional Gas Wells"" wells developed or under development in Elk county at the end of 2011. You are encouraged to review the statistical criteria used to create impact fee estimates shown below.

Impact fee estimates are based on criteria derived from Pennsylvania Senate Bill 1500 (Printer's No. 3048). This bill also contains language that defines a model ordinance, and stipulations regarding counties and municipalities adopting independent ordinances. Detailed definitions are included in the bill as well. MarcellusGas.Org recommends that you review bill 1950 thoroughly.
Revenue estimates are based on the number of wells that have been "spud" in the state of Pennsylvania prior to the year 2012.
The portion of revenue assigned to townships does not include adjustments based on population or state highway mileage included in House Bill 1950. Also, the adjustments to municipal revenue based on a contiguous border to a municipality with wells that have been spud, or municipalities located within 5 miles of a well that has been spud have been estimated. Townships with a high population count and state highway mileage (when compared to townships within the same county) will receive more impact fee revenue then townships with a low population count and state highway mileage.
Municipality revenue estimates do not include adjustments to accommodate House Bill 1950 restriction of revenue over $500,000 or revenue exceeding 50% of the municipality's total budget.
The values reported in MarcellusGas.Org impact fee graphs are estimates. Readers agree to evaluate the significance and limitations of the information provided, and accept full responsibility for the application of this information.
